Could we split rylais into two specialist items?

Seriously with the rylai retweak, I was thinking make one rylais that's similar to what we have now but with less AP and more HP

Then a second one with no HP but some 10% CDR/mana and more AP

The tankier one would offer a stronger slow (45%) than the more damage oriented one (30%)

the new names would be Rylais crystal (Damage oriented) wand and rylais battlestaff (Tank oriented)
