ETA on when champion shards will be useful?

A bit annoyed. I've gotten three key fragments total this month, and the only thing it got me was a Jhin shard. Not only do I have Jhin, but I have every champion with plenty of IP to spare. As the title says, I'd like an ETA on when those shards will be useful to me.
