They need to review outlandish claims like this. If it's true, then they need to look at the context(they have access to everything they need at least most of the time, they are the developers after all, so if they need more access they can design it so they'll have more) which they should always have, and then make a fair determination. Smite is now enforced in draft games(I should know because the game keeps putting my smite on the wrong slot(I don't consider flash mandatory and although I use it often I do not keep flash on the same slot every time I use it, this is where the game assumes too much) when this happens because I play a lot of fill). If the guy has been assigned jungle in at least one game already where nobody took a jungle item at level 1, that's an indicator that they aren't respecting how normal draft works and at the minimum should get a 2 week ban from playing draft games. It's not a difficult decision to make, and there's barely any evidence you need to deliver the punishment. And honorable and even normal players aren't going to give Riot such evidence, only the toxic ones are going to do that stuff. And if it's not true, they should punish the reporter for lying to them.
Anyone that knows the bare minimum about jungle will know it's not okay to do what you described. But I don't know what it'll take to get riot to actually review reports more often.
