Why didn't the ADC item rework include re-adding Zephyr?

I wish Riot had used the recent ADC item update to add in Zephyr back to the Rift. It's honestly so much fun building it in Nexus Blitz, and would be another good option for non-crit ADC's and others who just appreciate the stats it gives. It feels so good to get AD and AS in one item, and now that Stormrazor no longer fills that niche during the early to mid game, Zephyr could be a good alternative to BotRK.
