The idea is to shift Tear of the Goddess' power delay earlier into the game independently of its stacking effect. That way you can still participate in the first back power spike as a Tear champion, but only if you chose to hamper your first laning stay instead. If you buy it on your second back it's just a 30 gold more expensive Mana item. The reduced cost should still allow you to buy something better than a Long Sword.
The second idea is to equalize Mana Charge among its users by adding requirements: Instead of just using spells, it also requires you to go back, get potions and then use those potions. This should require you to go back at best 3 times and when you have enough Mana stacked, you'll know that you can only have access to the transformation in at least 36 seconds. Some factors can hamper this: If you die or are forced back early, if you want to save up your Mana Potions or don't distill them quickly enough it can turn 3 backs into 4 or 5.
Lastly, it changes Tear's power from Mana Refund to a limited early to mid game Mana Regeneration (from stat stick to temporary window of power).
The upgrades could exist as they currently do, but if Riot wanted to rework one or both of them this version of Tear could create a more interactive basis for those reworks. How long it takes to stack the item could more easily be adjusted for all champions.
Lore-wise it would be an Eye of God with a slightly different interpretation of Nagakabouros.
The Mana could be reduced to 250 if 300 turns out to by too little a trade-off, and the max potions you're allowed to hold could be reduced to two if you wanted to make the window of power more pressing. Their mana restore and mana gain would have to be adjusted accordingly.
