Add video menu option to disable skin particles

simply put, can we have an option in the graphics settings to utilize default skins for the enemy and ally team. Ever since the terrain update a few seasons ago, some skins render weirdly and overlap weirdly. It would be nice to have the option to disable these effects and just use the base vanilla skins.
