Possible tank Ekko nerf?

Would making the slow on the Q and the slow and movement speed on the passive help nerf tank Ekko WHILE buffing AP Ekko? Tank wouldn't be able to stick onto his opponents (other than his E, but that's one use), and ekko late game will have a slightly better slow which can be useful for going against items. Any thoughts?
