Swain

As awesome as Swain is(It looks really awesome, I can't wait to sink my teeth into him), you can clearly see that they took a lot of cues from Vladimir. So many cues to the point that he outshines him in almost every way. Because of this I really think Vlad needs an update. Besides Vlad's ult and w, Swain does the life draining mage concept more effectively. More CC, more damage, way tankier than Vlad will be in his wildest dreams even with Crimson Pact. Hell, Swain even has a more effective version of Vlad's q built into his passive. To ameliorate this either add something new into his passive or dismantle with the concept entirely. A full rework would be awesome, as I would love what you guys can come up with the concept of a blood mage and all but an update will suffice. For an update, add more to his passive, q,e and r. Swain does more than half of everything Vlad can do in terms of laning and teamfights, and does it way better.

For a full on rework however....there are two directions that you can go with this. Option A: Wounds and Gashes Vladimir is a blood mage, so it would make sense if landing a few(or a lot, because Noxians) cuts or wounds will help him work his vampiric magic on his victims. Maybe give him empowered autos and/or abilities. Or take it a step further and have this for a passive:

The Blood Calls For Me/Bloodcaller/ Bloodthirster Vlad's autos deal bonus magic damage, and Enemy champs hit by 4 basic attacks from Vlad or his allies will be Lacerated for a short period of time(maybe refreshing with each cast, up to a certain amount of times) . Vlad's autos/abilities against these targets deal extra bonus magic damage based on max/missing health of target. (If you want, you can make the autos and/or abilities on Lacerated targets also heal Vladimir ).

And though Vlad isn't a vampire, he alludes to vampires in a way, So an ultimate involving vampiric instincts, vampire-based weaponry (Ex: dual life force stealing daggers or swords), etc. would be a very nice touch

Option 2: Blood Lord When it comes to blood magic, I always think back to Avatar: The Last Airbender with images of Hama and Katara having direct control of their victim's body. And while implementing that would be pretty dang broken in League, perhaps dragging low health targets closer to Vladimir would be a good start. A Kayn style ultimate would be cool too. What would be even cooler would be to see what you can do with blood magic. Crystallization, Walls of poisoned blood....Just think waterbending but replace the water with blood. A passive about hot or Cold blood would also be pretty interesting to mess around with. Both could do Damage per second, with hot blood inflicting its targets Grievous Wounds and cold blood slowing/immobilizing/stunning/rooting them.

Uh.... I don't think Vlad needs a gameplay rework. If anything the only issue is that they do look rather similar.
