MF is supposed to be a bounty hunter, right?

Shouldn't she have some sort of scaling that depends on the number of kills and assists she gets? That seems to be the mechanic riot loves for bounty hunting. For example her passive could change from something designed for laning to an on-hit effect that works better in team fights once she gets a certain amount of kills. Or let each kill/assist give her 3 AD and 4 AP.

It just seems weird that the champion riot calls THE Bounty Hunter doesn't have their favorite bounty hunting mechanic.
