I haven't tried it with Teemo but about 1 time in 4 when I blind Nasus with Quinn Nasus is still able to Q me and do damage. Since his Q is an AA enhancer and the AA does not land this should not happen.
While I do agree with you, on-hit effects do in fact go through blinds. The base autoattack should not land but all of the stacked damage should go through from what I understand.

well, also be aware, that blindworks funny. If you blind someone midswing, the attack will still land. This is because blind uses out-dated mechanics for checking if the blind has been applied when the aa begins, not when it is applied/connects, unlike attackspeed buffs. So any actions that were commenced before/during the application of the blind are unaffected by blind. It also means that any action that were commenced during blind will still miss even after blind wears off during the swing.
It's kinda annoying, but riot doesn't seem inclined to update it any time soon.
