Kog quality of life buffs/actual buffs

I think that giving kog maw the option to turn W (bio arcane barrage) off would make him feel much better to play. The cooldown and mana used would be proportional to how long he used it, and the max amounts don't need to change.

This would increase his potential to carry somewhat, but I think his W imposes too many limits on him as it is. I love the kog maw update but now he is basically forced down 1 build path (even more now with the PBE change) , and that build path relies completely on him using W. That means that bio arcane barrage is an even bigger part of his kit than before, so he should rarely have to pay for using it.

Do you guys think this would put him completely over the top or does it make sense? Any input is appreciated!
