How about we start working on patching up mobility and how juggernaut itemization interacts?
If Riot really wanted to fix immobile champs, any champion with mobility should have a MS of 330 or below, while every champion without mobility should have 335 or higher unless MS is an intended weakness, such as control mages, like Anivia and Vel'koz. After this, juggernaut itemization only activates after you hit a threshold of 380 MS.
This means pigeonholing champions with mobility into taking swifties or having an ally with a MS buff in order to make use of specific passives on juggernaut itemization, which is actually a decent advantage.
Meanwhile, true juggernauts can passively make use of their itemization without worrying about outside classes abusing them (outside of ranged ADCs with all their MS bonuses on items...who are still easily solved with a melee only requirement)
The goal of this is to make it so that not every tank/bruiser can make easy use of juggernaut itemization, as those items are supposed to be specifically powerful to allow juggernauts to function at the proper power level when they actually reach someone. If outside classes, such as mobile bruisers and ADCs, are even allowed to use their itemization, of course its going to get nerfed to the point where juggernauts cannot even utilize them well.
