What is Riot actually doing to counter mobility-creep?

I remember about a year ago when a Rioter (can't remember which one) said they were going to put some effort into controlling mobility creep. Well we are in possibly the worst season for game balance at the moment and I still do not see any change the Riot's disturbing trend of putting increasing mobility on champions.

Pretty much every champion released last year;

Braum Azir Kalista Kindred

has some form of mobility attached to them and some champions have been reworked to give them even more mobility then they had before,

Fiora - Low CD Q Gangplank - Barrel Dmg MS Boost

I want to see Riot come up with a champion that actually PUNISHES champions with high mobility. Poppy was an excellent start with her anti-mobility field but we need more to counter mobility creep in the game. I want to see more champions that can punish hyper-mobile, hyper-carries.

Poppy herself contributes to mobility creep by having a dash on a 8 second cooldown, which is less than half the majority of dashes in this game.

ryze, lulu, janna, cho'gath, etc all counter mobility extremely well.

They did a lot to facilitate it actually. They removed a lot of the easy silencing effects from the game (who a good number were on quite mobile champions anyway), and have really failed to add any more.

The reason i focus on silences, is because it's the CC which does that most to the high mobility champions, without harming the immobile ones. Yes some mages are going to have a hard time if they are silenced, but look at how much a LeeSin Fiora Lucian Yasuo Riven Fizz Zed loses, compared to Jayce Ziggs Orianna Malzahar Brand Jhin Trundle Volibear Nasus Olaf

silence any of the latter, and they tend to just back off until it's gone, or just don't really care that they're not able to use their abilities for a few seconds.

Wouldn't mobility creep need to actually exist as a problem in the first place?

Kassadin Ezreal Nidalee Jax Katarina Corki MasterYi Shaco These all number in the first 50 champions released.

TwistedFate This guy also used to be able to teleport anywhere on the map on his 40 second CD E ability, Gate.

Considering no champion in existance now is at Kassadin's pre-nerf level, not seeing mobility of new champions pushing out old champions. If anything, Ezreal's still the most obnoxiously agile marksman in the game. Sure Kalista's also mobile: but her mobility leans more in an Udyr endurance-run direction. Ezreal's is Kassadin levels of unconditional dodge when you really need it.

Mobility has always been important, there's never been a time in LoL's history when it wasn't important, and old champions weren't slow.

and some champions have been reworked to give them even more mobility then they had before, Fiora - Low CD Q

Pre-rework Fiora could cast Lunge twice in a row and her ultimate was also a gap-closer. She had 3 dashes in her combo. Blade Waltz also essentially glued her to her target while making her untargetable, you'd fallow them through lanterns and flashes. And during that combo you'd cast Burst of Speed to gain a solid MS boost comming out of her ult to keep up.

She didn't get faster with her rework.

Roots silence any skill capable of moving a champion.

On a mobile champion that uses skills granting mobility for the bread-and-butter of their kit, and mobile champions heavily reliant on dodging things to not die, rooting them to the ground counters them harder than it does non-mobile champions.
