Can Kassadin's Q and passive shield against/reduce ability damage, rather than magic damage?

This is the same problem old Veigar had. (Well, except Kassadin is garbage right now in this meta, but otherwise the same.)

If Kassadin is good, it punishes AP matchups for simply being AP while being worthless against AD.

If Kassadin is bad, it just doesn't matter altogether.

**If the passive reduction and Q shield need buffs or nerfs, that's fine. **But changing from magic to ability would be healthier in my opinion and would go a small way to making him somewhat relevant against non-APs.
