Are Brand and Lissandra a good mage duo to lane?

So I've been checking out the Ice Witch, mainly because of her inherent CC and point and click ult that is good against Assasins like Zed and Yasuo (Who Brand struggles against), and I was wondering if Brand and Lissandra effectively cancel out each other's weaknesses so that I really only need to master them both and be fine in any matchup.
