You hate the block list because it's just the list of the people you have blocked and not a magical matchmaking tool?
It would be nice to have the option not to play on the same team as members of your blocked list.
It would also be fun if they were prioritized as enemy team mates.

Not only this, but Dynamic Queue promotes putting them back on your team at a much higher % because your roles will match up.
Since you play whatever role you play and they play another role, it is a dramatically higher % that they will put them back on your team.
It's a feature!
