they arent removing anyone
That's not what that is about, as far as I know. That is just a new feedback survey. I would guess that it is for champion's who are in a bit of a "spot". I got one for when I bought and played Bard after all the ruckus that was made about him. This should be for Ashe upcoming care/wprk.
there talking about do you agree with her kit and how it effects the game they want to know how they can make the champ better by adding counter play or making her strengths stronger but yet still keeping the fun in the game the worse that they ever do to a champ is do a sion like rework which there not because they already said what there doing to her http://www.surrenderat20.net/p/current-pbe-balance-changes.html this is the pbe update a few days ago on her new kit its currently in testing
