So if the enemy doesnt have MR in their build / runes / masterys does Magic Pen still mean more?

Mean you deal more damage? im curious as i build a rune page. please an answer to this would help me out a lot. Ive always felt like it would deal more damage, ive always been eye candied to magic pen items (such as Liandrys sp?) anyways, ill be bummed out to know i was ignorant to the fact it doesnt do anything really unless you encounter an enemy with magic resistance... Anyways ill keep it short n sweet. Appreciate any feedback. :)

if an enemy has no mr in their build, you having something like sorcs + abyssal + mpen in runes/masteries means you'll be doing true damage to them.

You can technically do over 100% dmg to someone with negative mr.

Also note: Flat Magic pen like liandries, sorc boots, and abyssal mean more the less MR the enemy has. Void staff is a better buy than rabadons (Gold value) if the enemy has any MR items, especially an aegis of the legion/banner/locket.

So flat Magic pen is actually super good if the enemies don't have much mr!
