When will CUSTOM games be CUSTOMIZABLE?

Anytime a friends wants to 1v1, we head custom summoner's rift; but when Riot wants to, they go to a customized Howling Abyss.

When can we customize victory conditions, healing rules, available items, and so on?

I think a lot of us would like to play Howling Abyss and heal and buy SR items whenever we want. And putting AI in Howling wouldn't hurt either. It's the best 1v1 map, even Riot uses it, but it has unchangeable conditions that are lousy, and the different items are lousy too. I get why no wards, but come on!

Or at least make in summoner rift certain lane minions can be turned off. Would help if I want to 1v1 top, but mid and bot aren't pushing.
