There are so many better choices between Phase Rush, Grasp, and hell even Lethal Tempo would be better to get the stacks off faster and more AS for your steroid.
To top it off, Darius doesn't even need/want most of the things in Domination.
No matter how well they do in lane they cannot even compare to other champion's rune synergies late game. So much wasted potential.
Electrocute is just to strong for AD champions since it does adaptive damage. Combined with Darius armour pen on his E and from black cleaver Electrocute added damage just out matches any other rune or even complete rune paths.
And the whole game seems to be who can kill who the fastest; The extra burst damage from Electrocute helps with that.

Seems like a matchup thing. I go Inspiration on my Darius page unless I'm against someone that requires burst or has too much mobility for Glacial Augment to make a difference. Glacial Augment + Approach Velocity is great on him, and the Stopwatch is actually amazing (read: hilarious) for turret dives or letting 5 stack bleeds get the kill in close fights. Exhibit A and B:
