Did Anyone Working For Riot, At All, Anywhere, Think Ancient Coin Buffs Were Going To Hold Up?

My question stems from the fact that as an old dude who knows very little about game balancing aside from playing league, i see things that are BLATANT in the fact that they wont last (last string of coin buffs for instance)

Was this even playtested? And better yet, did it even need to be?
I mean come on, 15% mana for literally just staying alive?

Was it shipped just to have content for patch notes?

I dont get it, i know for 100% that the guys at riot know this game better than me, but some things arent even feasible and still get shipped.

I dont see any of your balancing guys honestly believing that this item was going to stay in its state for more than a month. And thats bullshit at best. Youre telling me you paid someone to release something that a numbnut like me could tell was going to be shortlived? I just dont see it.

It didnt even last as long as a pbe cycle....?.?.?
