Why does Autofill protection reset when you remake due to afk?

I had autofill protection, finally get mid, enemy mid never shows up. Remake. I re queue, and now I have to go back to playing effing support because that 10 minute queue, 5 minute champ select, and 3 minute game was just a big waste of time.

Seriously, why does this "use up" the autofill protection?
