ok so i played a game vs ivern and braum and they had more sheilds then fucking hp i didint do damage to them tell me what should i do against this retarded meta braum 1v1ed me while i had botrk and last whisperer like nothing i didint even damage him this is not balanced and i dont even feel like playing adc there is no point in this if you dont play a adc like vayne that has percent hp or true damage fix this game alredy every tank meta has been annoying and cacerous fucking rework the tanks or something

Sadly, Ivern is just overtuned at the moment. Hopefully, he'll be nerfed in 6.24.

Anyways, you shouldn't be trying to 1v1 opponents as an ADC. Some of them can get away with it (i.e. Lucian, Vayne, Graves), but most ADCs aren't really good duelists.

Just stay with your team and let them protect you while you kill everything.

Also, I hope to god you didn't rush Blade of the Ruined King and Last Whisper. You would have absolutely no damage doing that.
