Can Someone The Logic Behind "Penentration"

What i mean by this is:

People Damage to kill faster People tank to reduce damage People Build Pen to counter Tank

What is the point of this why not just balance the game around having no pen?

So instead of being "unkillable" tanks without pen, why not reduce tank stat effectiveness and not have pen it never really made sense.

The problem has just become:

Do they have Pen?

Yes = Your Paper No = Your Un-killable

It creates an interesting interaction in your build, and the enemy's build paths.

No mr? early item 3136 item 3020 mr? early item 3135

Imo its more intuitive than "LETS JUST MAKE ALL DAMAGE BOISSSSSS"

Squishes have base stats. Thats the reason.

Penetration is never meant to counter tanks, it could be used to deal with tanks, but never actually meant to counter them.

Penetration is actually meant to kill squishier characters faster, and to help dueling the more well-rounded bruisers and duelists.

To counter tanks, the stat you're looking for is most likely the %HP (which is why before the invention of this stat pre-S3, the game was heavily based on working around and with the "meta-golems"; though over the years %HP has also been overblown and tanks are now quite useless really).

because it sharpens the effectiveness of certain strategies. tanks get to feel tankier against the targets they need to feel tanky against (burst champs) and tank busters get better dps against those tanks to feel like they're blasting away that mountain.
