Since Riot won't revert Sion's W nerfs

Maybe the preseason is the good time to increase his scaling mana regen. It's sad to be a huge behemoth... that can't hit stuff because out of majicz. While his E poke needs to be kept under control during the laning phase, late game he really shouldn't be so easily gated even after building a frozen heart or similar.
