Poppy has among the lowest healthpools in the game for a "tank," and among the worst base resistances as well. Her W lets her scale well with resistances from items, but she's always had an inordinately fragile early game, which is only exacerbated by being forced to give up the +12 armor from quints. Along with
, she has a seriously low health total as well, meaning her itemization needs to pull double duty. Scaling health was a major boon for Poppy, letting her actually tank damage.
With the ""tank"" update gutting health from items, her and Shen were affected more so than other tanks, whose higher healthpools scaled better with the items' reallocated survival stats.
lost a collective total of 200 health, which is where the hp/level came in, offsetting the health loss but at the expense of having an even weaker early game.
Both of these champions need base stat improvements. Poppy more so, since Shen's kit has damage prevention and an instantaneous shield as opposed to Poppy's much more situational one. Being forced to take the +5 armor rune is a pittance at best, since the older rune and mastery system allowed that 5 extra armor and the 5% bonus at all times without giving up MR at the same time. Also lost is the resistances gained while defending a tower or farming under it, simultaneously gutting her defensive prowess while weakening towers further than they've been yet.
This new system really isn't terrible, but the variability in stats that let weaker characters find the right numbers to offset their issues is inevitably going to make for a bigger balancing problem than before.
I don't know if more varied raw stats need to come from the rune combinations, or if the runes themselves need baseline improvements, but in any case, there is a major loss in character-rounding available through their current implementation.
