Is Matchmaking Looser in Preseason?

I only ask because I've generally had good experiences in ranked the past 2 seasons, but playing the past few weeks in preseason I've run into countless players who are either incredibly bad or just aren't taking the game seriously. I'm only in gold so I'm not expecting top level play, but something is definitely out of the ordinary. Is something actually different with the game or is it just a bad string of luck?
