Limit to champ shards per chests bought

Am I the only one who thinks riot needs to make a limit to how many champion shards you can get from an amount of hextech chests you bought? I just got the 10 chest (1 extra) bundle from the shop and proceeded to open them, my first one I got a champion shard and a gemstone, Good start right? Well as I continued to open I continued to get champion shards with a few skin chards... My total was 7 champs 4 skins.... Keep in mind I have every champ. this means i spent about 15$ on something and got about 5$ out of it... come on riot can you please at least give me the 15$ worth? Blue essence isn't even valuable any more now that you put champion shard tokens in the shop... The way I propose riot fixes this is by implementing some form of system where you at least get 6 skin shards or more... it is ridiculous that I payed 15$ and only got 4 skin shards, not skins, but skin shards... What do you guys think? Would this be a good system or not?
