Penalty?

Any chance you could make it so that while a 5-20 minute penalty is counting down before joining a game. That we could change our runes/masteries during that wait? I mean because technically it could be a 25/30+ minutes between games in you have to do that first especially when some people that are penalized have got the penalty for DCing etc
