Shouldn't Ohmwrecker's Active be on an offensive item?

I get the feeling that tanks and people stacking armor items like the current Ohmwrecfker, don't actually need to disable turrets because they're already perfectly capable of tanking them

But this could be an interesting active on an item suited more towards offensive characters
