Lag Spikes but Internet is fine.

So as of recently (maybe 10 months ago give or take) i got some random lag spikes. They were nothing at first just small stutters didn't think much of it. As time went on it got worse and worse. As of the past 2 months its gotten so bad that i now cant move for about 30-45 secs randomly in game. My ping has normal ping that i would normally see and everyone else moves around and used their spells like its nothing. But i cant command my character to do anything. Cant move around, cant focus a target, cant click a ability or a summoner spell. Has anyone else been experiencing this problem? or might know a fix? I have A lot of packet loss and jitter as i was doing more research can anyone help me fix it? i only have it for league no other game.
