Why do so many ADC mains still think it's a tank meta?

So I was talking with an ADC during a game. I played as Darius, and ulted someone and got a kill. He said "tank meta". And I thought he was joking but he said that he wasn't. I mean I can understand like 2 years ago when many of the top laners were reworked, but come on, right now is still a tank meta? How? Ornn might be a bit strong because he is hard to kill, but that's the only reason why he is. His damage is decent, but he just outlives everyone which is why people think he is OP even though he isn't that bad. But aside from him, who else in top lane is strong? What tank is actually OP enough to win games? The number that I see thrown around by everyone else is 60% of the game being dictated by bot lane. How exactly is it not an ADC meta? I main top and jungle and I don't feel any power over the game really, unless I am 4 levels ahead of everyone else and am 12/3 by 20 minutes or something like that. But that doesn't happen all that often in top lane. How exactly is it still a tank meta? Why do so many ADCs say that? This isn't to say all ADC mains do, but I mean shoot, it gets pretty ridiculous to think that at this point.
