Compare this to Dorans Blade

besides the on hit heal, every stat is weaker: no HP, 3 less AD. Dorans Blade can be kept later because the lifesteal scales with damage and it gives better stats than component items like longsword.

Now the real benefit seems to be the 300 gold... Still worth! but wait! Cull, unlike avarice blade, doesn't build into anything. So when you sell it, you lose 290 gold.

So around 20 mins in game where you already have ~4000 gold, you gain extra 10 gold in exchange for significantly weaker early game stats.

this item might as well not exist

The point is to passively farm with it. AD to help last hitting, sustain to stay in lane and an obvious gold passive.

The item makes a profit of 400g total since its 1g per cs and an additional 300

It's sustain is more efficient than D blade early and is made to be sold as soon as you get the 100 cs mark

It's especially good on ADs like Lucian who have double hit abilities

Cull is for when you know you shouldn't really be trying to win lane and just play safe and farm it provides 400 gold with it's passive and an extra 180 when sold it returns more than doran blade but doran blade is for when you want to farm champions

You only lose 50 gold, which is more than made up from the sellback gold

The point is that compared to a dorans blade, you'll have 400 more gold.

Cull gets you 400g, not 300. It's 1g per minion extra on top of the 300 once you get the last stack off. It costs 450 and sells for 180. That means the difference between buying it then selling it later is 270. You make 400g off it, so you net a total of 130g extra. Doran's Blade doesn't give you gold and it's 450 that sells for 180. That means Doran's blade, you're in the hole 270 compared to 130g ABOVE. That's a 400g difference. lol.

If you're against an enemy who has a Doran's and you have Cull, if you both have the same CS by 100 CS and you're playing passive, the way you should be with Cull, you end up with 400g over your opponent, no strings attached.
