Karthus should not be allowed in live servers URF

Recently on URF PBE Karthus' have been taking predator and celerity, and full movement speed build. and every 30 seconds everyone is put at 30% health. Granted urf is meant to be unbalanced but they nerfed for covering the map in something that you can dodge with an but with karthus you cant unless you get . the CD on his ult should be higher in URF or Disable him all together.
