Should people who win lane really lose as much LP as their 0/10 bot lane?

I get that it's a team game, but when you win lane but your bot lane is 0/10 like they're trying to end world hunger, there isn't much you can do. Borderline intentional or neglegant feeding should either be punished by massive LP loss, or winning lane should at least spare you 2 or 3 LP. It's just a broken system when someone can go 5/0 and someone else can go 0/9 and they are rating the same skill by the game.
