Dear Riot, please stop creating resourceless champ (energy included)

If you want to make this game to be strategy-based, I'm sure having to manage your resource would fit that theme more than skills spam-fest. I thought you nerfed chalice due to this reason, yet we still see resourceless champs spamming skills without any drawback, meanwhile mana champs do 1 or 2 rotation and they're OOM in a blink. Oh, and if you're telling me that resourceless champs are weaker, tell me how are any weaker than these
