I would say maybe Jayce, though I think its a skill match up Jayce has too much burst in his kit that if Vlad's pool is on cooldown Jayce will just destroy him.

If Vlad just farms, Vlad wins hard at mid-game.

If Vlad over-steps, Jayce can easily punish, but can't kill if Vlad plays properly.

Plus, with how Jayce has to play to take advantage of the match-up, the jungler will be all over his ass.
