why do we need a class the exists to pester you in the beginning of the game and make u wanna afk is just like why?

Because we don't want the ADC meta to be vayne/kog until riot closes the servers.

Any champion can be a "lane bully" if its a counterpick. I understand you must specifically be talking about champions like Jayce, Xerath, Ezreal, or Ziggs who can poke you out and push you in; or engage champions that will punish like Renekton, Leblanc, Talon, etc.

Honestly most of these "lane bullies" only work into certain picks that are meta, Lane bullies typically punish "Meta" champions, or they punish poor lane control, csing, positioning, vision, matchup, or linear behavior (garen having to run up to CS).

So your question is /why/ they exist? Well first, they will always exist, no matter if you just deleted champions that are current bullies, meta reshapes. Second, because they need to exist, if there wasn't a way to punish your opponent for mistakes or picking a carry champion that absolutely needs to be shutdown, I fail to see any counterplay mechanic to "I pick this champion and I win".
