Kai'Sa why not switch Q and E living weapons?

Her Q gives more missiles Think of more AS on jinx. Wouldn't it be a better explanation for more shots from AS not AD?

And her E More of an assassin-esc living weapon Similar to kha ult Survivability hits closer to home for assassin champions, whom pop in and get out, not an AS carry. Although, twitch would be an exception, his gameplay with his q is similar.

Neither of these may be a legitimate reason to switch it, but even so, could this be considered? Why or why not?
