. We need to protect our carries from all the damage that riot is putting in the game. There isn't enough defenses for all the damage.

I'm pretty sure 
and 
got their equivalent replacements because they replaced previous items that had already existed ( was replaced by talisman in Season 4, and Frost Queen's Claim originally replaced an item called Shard of True Ice before being reworked to replace after season 6 started)
Face of the Mountain was new to the game, was purchased kind of rarely compared to it's warding counterpart (unlike ToA and FQC), was barely used when it actually was purchased, and overlapped a lot with 
in terms of use cases anyway. That's why Riot hasn't brought it back, but there's always a chance we see it again in a future season if single target protection that Locket can't suffice for is truly required.
