Tahm Kench and Ardent Censar
Why isn't this item able to be utilized by champions that only shield themselves? I feel like it would open up a lot of builds and champions.

Probably because it's a support item and is oriented around supporting another champion/your team.
So you can, if you take font of life in resolve and land a Q, you'll heal your ADC when they auto the marked enemy, and if you have ardent censer you'll get the buff!
But generally mana regen/frostfang kench sucks. I think the best you can do is like this: 
but that's only for the redemption heal and all of the health regen you get
