5.16 Poll: Blitzcrank & Skarner MoveSpeed Ability

I just realized something that may needed considering...

Blitzcrank's movespeed ability was pretty much the same as Skarner's is currently. Am I right?

• Blitzcrank has a burst of speed that decays. Blitz has an immediate ranged cc ability.
• Skarner MS does not decay. Skarner has a slower less reliable ranged cc ability. Both equal power CC, more or less.

So I was thinking about post-5.16 release and balance optimizations. A movespeed decay could work for Skarner but no decay in his Crystal Spire zone.

Should Skarner also have a movespeed decay on his [W]? (not like Blitzcrank negative decay)
