It's almost like they just sort of looked at what people were complaining about and then thought:

"Oh Idk. Just give his CDR an extra 10 seconds to cooldown."

"Oh, you're right that should balance it out. It isn't like anybody plays him anyways."

Next time Soraka feels a bit vulnerable to play just give her a machine gun and increase her heal by 10 seconds. Should do the trick, I guess??????
