Is Riot just trying to confuse us with so many updates?

SOOOOOO many changes for what seems like no reason at all. Don't get em wrong, I am all for updating champions and the game to keep it fresh and interesting. But a lot of these changes aren't really that big, there are just a lot of them. And a large number of those changes seem like Riot was just like "Fuck it!" A lot of what has been happening balance wise lately leaves me feeling blindsided. I don't really understand the context for a lot of these changes. I feel like they are clapping and making loud noises to distract us from the fact that Dynamic Queue still exists.
