Potential solution for the new ban system

The thing that I hate about the new banning system is the fact that you can ban the same champion on both sides. (Basically a wasted ban). A solution that would fix the problem is...

If there is champion that both teams banned, the champion is banned and a second ban phase starts and one of the players that picked those champions (randomly chosen) gets another ban. (If two champions are banned from both teams, both teams get another ban)

You might argue that the RNG, would annoy players but it would definitely be less annoying then wasting a ban.
