Can we please fix Skarners passive asap

It's not getting fixed because no one plays him, and no one plays him because he's a mess. Also, the ring for his passive, on the Red Buff monster doesn't reach into the brush, which means he has to move back and forth to take advantage of his passive and Greenfather's Gift.

Also, a slight increase on his R range would be a nice QoL improvement. I'm not asking for Annie levels of BS, but having to be on top of a champ to use his R creates a lot of problems that aren't helping him.
