The two %Pen masteries really should be combined

Open up that slot for some other effect. It just strikes me as odd that basically every other AD/AP related mastery is hybrid except this one.

Honestly, choosing between armor pen or magic pen is not a compelling choice for the vast majority of the game's cast.
