Lane Preferences are not working as intended.

I am a 2 year supp/jg main and I have really enjoyed league of legends over two accounts so far. One thing that has been really bothering me lately is the new champ select and lane preferences. While it is a GREAT idea and im sure it's saved a lot of arguments and trolling from happening, I think there's huge room for improvement. The biggest issue I'm having right now is that if I even put support as my second pref I get support as my assigned lane _EVERY SINGLE TIME._ To me this should not be how the system works. If you put jungle and support as first and second pref respectively, you should have 50/50 odds of gettign either. I know the odds are supposed to work that way but they don't. This is less of a problem for adc/mid/top but for anyone who prefs support even as a secondary lane it's a huge issue. Please fix this Riot.__****
