Heal barrier kog lanes are extremely oppressive

I've been seeing a lot of bot lanes where kog will run barrier and the protective support will run heal along with rushing ardent and it is way too powerful. Kog is supposed to be weak early ending really strong, but with this he just starts off more powerful than anything else that you can play. Starting and ending op is not the way kog is meant to be and this needs to be fixed.
