I love waiting 11 minutes for pre-level 30 matches, then getting 2 dodges in a row, the second being while I was in the bathroom figuring the game was gonna start so I declined queue.
Can anyone explain why I've been sitting for 15 minutes in a queue
Because there aren't many pre-level 30 players and most of them are still playing bot games.
Queue times are dependent on the size of the player pool in that MMR range in that mode. It's just due to a variety of reasons like a small number of players in that MMR/level range, not many people playing that mode, or a time of day when more people are offline. If you find your chosen mode to have longer queue times than you are willing to wait, nothing can be done except pick a mode where more people in your range are playing.
